Artificial intelligence, five debates

In 2022, five delegations mentioned artificial intelligence, one sentence each. In 2026, 131 of 194 did — just over two thirds of the General Debate. This page is every one of them, and the sentences they used.

countries raising AI, 2022 to 2026

155

raised it at least once in the five debates

raised it in all five — United Kingdom alone

61

raised it in a single year

Growth is not the same as adoption settling down. Each bar splits the countries raising AI that year into those doing it for the first time and those that had raised it before — and 45 of 2026's 131 were first-timers, the largest intake of the five.

Every country, every debate

Ordered by when each country first raised AI, so the five intakes read down the page. A filled cell carries the number of mentions in that statement; press it to read the sentences themselves. An empty cell means that delegation did not mention AI that year — not that it scored zero.

What they said about it in 2026

Governance is the dominant register, ahead of opportunity: more countries asked for rules, a framework or a treaty than described a benefit. These are lenses on the wording, not a classifier — a passage can land in several, and the count is countries whose AI sentences use wording in that group at least once. "Governance, regulation, rules" counting 73 countries means that many used such wording near AI, which is not the same claim as that many framing AI that way.

How this was counted

A mention is the phrase spelled out, the bare acronym AI, the dotted A.I., the French intelligence artificielle, or the OCR spelling Al with a lowercase L — which several 2023 texts use, and which counts as the acronym when that statement also spells the phrase out somewhere. Without it Israel's 2023 statement would report one mention instead of eleven.

The acronym is matched case-sensitively. Folding case would pull in the French j'ai and OCR debris; measured across the corpus, every one of the difference is noise.

Sentences are cut from cleaned text and never cross a paragraph, so a page footer sitting in the text flow cannot land inside a quote. Percentages are over the statements actually delivered that year — between 190 and 194 — not over UN membership, because dividing by a constant would move the line for a reason that is not about AI.
