Student policy lab Alberta wants AI infrastructure. You write the rules. You are the Alberta AI Infrastructure Commission. Any project that wants to build here has to
meet your conditions. Choose 5 — the limit is the point, because a commission with
unlimited requirements is not making choices.

Transparency Annual electricity disclosure Every site must publish how many megawatt-hours it actually used each year. PUE disclosure Publish Power Usage Effectiveness — total site electricity divided by electricity reaching the computers. WUE disclosure Publish Water Usage Effectiveness — litres of water per kilowatt-hour of IT energy. Clean-energy procurement transparency If a company claims clean energy, it must show whether that is physical real-time supply or annual contractual matching. Public expansion plans Operators must publish intended future phases, not approve one phase at a time.
Environment Lifecycle water reporting Report water used to generate the electricity and manufacture the hardware, not only water used on site. Emissions disclosure Publish annual greenhouse gas emissions, including the electricity supply. Methane monitoring Require monitoring of methane leakage in the gas supply chain feeding the site. Habitat and landscape buffers Mandatory setbacks and habitat protection around the site boundary. Heat-reuse feasibility study Require a study of whether waste heat can warm nearby buildings or greenhouses. Independent environmental monitoring Monitoring by a body that is not paid by the operator, published openly.
Grid & reliability Grid-support requirements Large loads must contribute to system stability, not just consume from it. Emergency load-shedding capability The site must be able to cut its own demand fast when the grid is under stress. Cost causation for transmission upgrades Whoever causes a transmission upgrade pays for it, rather than all ratepayers.
Community Noise limits Enforceable noise limits at the property line, measured after the site is running. Community consultation Meaningful consultation before approval, with responses on the public record. Local benefit agreements A share of value returns to the host community through a binding agreement. Indigenous consultation where applicable Consultation with affected Indigenous communities, including on land and water effects. Construction-impact reporting Report traffic, dust, water and road damage during the construction years. Local training and scholarships Fund local technical training so permanent jobs go to local people.
Materials Hardware recycling and reuse Accelerators and servers must be refurbished or recycled, with rates reported.
